The reason I feel like saying something is the fact that there is no such a secret prison in Taipei city!! (We do have jail in Taipei county)There is possibility that the guard was actually telling you the truth- it is a dormitory of the university, although the design of the building is quite funny,I have to admit. I am sure you can find some other similar dorms in Taiwan but the purpose is not to prison students.
It is fine to be skepitical but it would be more convincing if you can provide some evidence when you have certain hypothesis like that.
I would be glad to learn something NEW about my country from a foreign perspective.

I visited one, owned by the friend of a friend, in 1984 in Chiayi. It is very likely the treatment at this public institution is quite a lot better than at that profit-making business, where long-term confinement was the only point for its existence.
